OCC Manager

Job Purpose

To manage and oversee the Operations Control Centre (OCC) and Flight Dispatch functions to ensure the safe and cost-effective conduct of all flight operations in accordance with GCAA regulations, the Air Operator Certificate (AOC), company policies and the Operations Manual.

Duties and Responsibilities

• Develop and maintain the Flight Dispatch Manual that spells out the Dispatch policies, procedures, and limitations for all routes and aircraft types in company operations.
• Lead and manage the OCC team to achieve operational integrity of schedule, full legal compliance within the operations, and ensure sound economic decision-making processes are employed.
• Flight Planning, Flight Watch, Weather Briefing, and ensuring communications in all phases of the flight.
• Develop and review training programs of Operational Control and Flight Dispatch personnel covering dispatch procedures, flight planning techniques, new technologies and advancement in civil aviation to achieve and maintain the required level of proficiency.
• Ensuring that company flights are safely and efficiently planned, cleared, and monitored in accordance with established standards and regulations.
• Manage OCC and network operational performance to ensure that cost effective and consistent disruption recovery responses are initiated/implemented.
• Development and implementation of standard operating procedures to ensure safe operations and compliance with the CARS.
• Preparing the operating and capital expenditure budgets relative to Flight Dispatch.
• Ensure continuous flight-following is being carried out by concerned Flight Dispatch Centre to provide the best possible assistance in case of any deviation or diversion from the normal operational plan.
• Maintaining a balanced stock of all Navigational Fuel Plans including any other documents pertinent to Flight Dispatch by closely monitoring and consulting with Navigation, Performance and Fuel Supervisor on the supply.

Minimum Qualifications

• Bachelor’s Degree or Master’s Degree in Aviation Management, Air Transport Management or a related field.
• Valid Flight Operations Officer (FOO)/Flight Dispatcher License or an equivalent aviation operational qualification recognized by the GCAA.
• Minimum of five (5) years’ experience in airline Operations Control, Flight Dispatch, or airline operational management, including at least two (2) years in a supervisory or management role.
• Thorough knowledge of GCAA regulations, Operational Control procedures, Flight Planning, Dispatch requirements, and Safety Management Systems (SMS).
